To develop the conceptual layout and engineering design for the Multi-Modal Logistics Hub (MMLH) that will facilitate the integration of sea, road, and rail to provide a seamless interchange between transport modes.

The objective is to provide a conceptual plan with sufficient detail for an operator to clearly understand the overall operational intent and investment requirements.
1. Develop a concept design for MMLH based on the outcomes of Camelot study, refine the layout and delineate the boundaries of Phase 1. 
2. Recommend the best way for RC to develop the MMLH in a phased manner.
3. Refine, consolidate, and implement the Phase 1 of MMLH proposal, e.g transfer station at By-Pass 2 within the RC boundary; Special Economic Zone bonded cargo and warehouses; and local terminal.
